<br />BLUE RIBBON MINE <br />717.17 Protection of the Hydrologic System (cont'd) <br />During an April 1980 State inspection, it was noted that the <br />coal stockpile on the mine bench was "escaping" down the fill <br />slope. As of this inspection, the coal pile had been reduced <br />and pulled back from the berm. <br />Mr. Asher and I discussed the bridge which crosses Hubbard Creek <br />and acts as the access/haulro ad for the mine. It is an open <br />structure, with no siding. He agreed that sides would be placed <br />on the bridge to keep road base material and coal from falling <br />into the creek. <br />The status of the sediment pond/reservoir is still not settled. <br />Sometime in August 1980, an operator-MLR-OSM meeting will be <br />conducted to determine the permanency of the reservoir. An <br />alternate site has already been suggested by MLR, at which the <br />operator has begun an excavation. Immediately above the hole, a <br />spring surfaces and is filling the hole. Serious discussion and <br />coordination is needed at the upcoming meeting. <br />717.20 Topsoil Handling and Revegetation <br />The one topsoil stockpile on the site forms one side of the sediment <br />pond/reservoir. Some topsoil is being removed for placement of the <br />emergency spillway. As construction of the spillway and enlargement <br />of the pond continues, more topsoil can and will be salvaged from the <br />stockpile. The present alternate topsoil site is below the diversion <br />ditch which drains the mine bench; this topsoil will be pulled a~•ray <br />fran the ditch. <br />Some material has been uncovered from the reservoir bottom at the <br />upper end which Mr. Asher believes would be a suitable growth inediwn. <br />He will salvage it as topsoil. <br />Brodcast seeding and mulching was done on an area along Hubbard Creek <br />this past spring. To date it has not shown any success. Mr. Asher <br />stated that fall seeding will be done on berms and road cuts this year. <br />Some method other than brodcast seeding is recommended. <br />SUMMARY <br />There are no outstanding violations.
