The simple method to check the integrity of the line would be to open the <br />cut out: valve below the pond once there is water in the pond. The Division will conduct this <br />check durlnq a sits inspection during September, 1995. The operntor moat assure that the key <br />to the locking decant line valve box is availabLs during the next site inspection. For the <br />ppreaent:, the decant line valves must remain closed. Theee valves may not be opened, except <br />in the event of imminent dam over-topping, without Division approval. Approval to open the <br />valves would be predicated on a aueceaaful demonstration of decant line integrity, <br />eatabli.shment of adequate freeboard behind the Hazel-A bulkhead, and installation of a <br />funetianal oolleCtion and pump-back system outby of the Hare1-A bulkhead. <br />~o.~, 811mea <br />ainee, in the Division's view, the reaulta of the whole rock analysis of a Hazel-R slimes <br />sample Collected 7/19!95 were inconclusive, another sample was collected during this <br />impaction. The Operator was provided a split of this sample. The Division's sample is <br />being processed by ACTLab. The lab will provide a polished thin section of the slimes for <br />petrographic analysis. Such anaLyais should be definitive as to whether the Hazel-A slimes <br />are tailing or some naturally derived material.
