• (Page 2) • <br />MINE ID ff OR PROSPECTING ID # MT 5-010 <br />INSPECTION DATE 1/24/96 ~ INSPECTOR'S INITIALS WHE <br />OBSERVATIONS <br />This complete inspection was conducted by Wally Erickson from the DMG field office in Durango. Mr. Tim Huskey, Dolores County <br />Road Dept., accompanied the DMG inspector through out this inspection. The Black Snag Pit is located on BLM land, approximately <br />19 air miles NE of Dove Creek, on top of a small ridge on the south side of Disappointment Creek, in the SE 114 of Sec 25, T42N, <br />R16W, NMPM. The 110 permit was issued to Dolores County on 3/24195 for 9.9 acres affected area. Material being mined is <br />extracted from an alluvial deposit, the operation is dry. The operation was dormant during the time of this inspection. <br />Snow cover was consistent et 4" depth, minor drifts were encountered in wind sheltered areas. Mining equipment located on site <br />was limited to one rubber tired loader. Material stockpiles existed in various stages of processing. Vegetation stockpiles, from the <br />original shipping, were located along the perimeter of the affected area. The Reclamation Plan states that stockpiled vegetation will <br />be evenly distributed over the disturbed areas following seeding. <br />Mine identification sign, required by Rule 3.1.12(11, was not observed. Rule 3.1.12111 requires that the operator post a mine <br />identification sign at the entrance to the mine site, clearly visible from the access road, which displays the name of the operator, <br />the permit number, and a statement that a reclamation permit has been issued for the operation by the Colorado Mined Land <br />Reclamation Board. <br />Affected area perimeter markers, required by Rule 3.1.1212), were not observed. Rule 3.1.12121 requires that the boundaries of <br />the affected area be marked by monuments or other markers that are clearly visible and adequate to delineate such boundaries. <br />Rule 3.1.121211a) defines the affected area for 110 permits as being synonymous with the permit area. <br />Cultural site, located within the west perimeter of the affected area was fenced as per permit conditions. Mining activities had not <br />disturbed the ground within the fenced area. <br />Several exploration holes were located beyond the west perimeter of the permit area. Holes were approximately 10' long, 6' deep <br />with nearly vertical inslopes. The operator indicated that the holes were excavated with authorization from BLM prior to permit <br />issuance, in en effort to determine the extent and character of the gravel deposit. The existing exploration holes should be backfilled <br />and seeding with the approved reclamation seed mix. Exhibit E -Mining Plan Map and Exhibit D -Reclamation Plan, need to be <br />updated to show the location of existing exploration holes, as required by Rule 6.3.51211f). <br />Affected area appeared to be within the 9.9 acres approved for this operation; however, the affected area appears to have shifted <br />slightly to the south and east from the location shown on the hand drawn maps originally submitted with the permit application. <br />Operator needs to update the Mining Plan Map and Reclamation Plan Map to outline and label the permit boundaries, as required <br />by Rule 6.3.51211a1.
