IPage 2) • <br />MINE ID # OR PROSPECTING ID # <br />INSPECTION DATE 8/28/97 <br />M$0-7 70 <br />INSPECTOR'S INITIALS WHE <br />OBSERVATIONS <br />This inspection occurred as part of DMG routine monitoring program of permitted operations. <br />Bachelor Mine-Syracuse Level is approved for 4.35 acres affected area. DMG holds $1,200 <br />financial warranty. Mr. Carl Dismant accompanied the DMG inspectors throughout the inspection. <br />Mining operations appeared dormant. Operator has converted facility into tourist attraction and is <br />conducting underground tours. <br />Records -Annual reports, submitted by the operator, indicate that operation has been dormant for <br />several years. However, operator has not filed Notice of Temporary Cessation, as required by Rule <br />1.13.5. Please review Rule 1.13 and submit the Notice, as appropriate. Please note that Rule <br />1.13.7 provides a Substitute for Notice of Temporary Cessation. <br />Signs & Markers -Mine identification sign, required by Rule 3.1.12(11, was not observed. Affected <br />area perimeter markers, required by Rule 3.1.12121, was not observed. Due to absent perimeter <br />markers, DMG could not verify that all mining related disturbances were contained within the 4.35 <br />acres permit area. However, mining activities appeared to be limited to approximately 4 acres area. <br />Mine Facilities -Public access to facility is encouraged for tourism. Access road was well <br />maintained. Buildings and facilities area were well maintained. Tourist were observed being taken <br />underground in restored mine cars. Rail lines at portal mouth appeared well maintained. <br />Portal discharge was visually estimated at 2 cfs. Discharge appeared cloudy, no iron staining was <br />observed. Operator stated that discharge was pH 8 due to limestone strata within tunnel. <br />Small stockpile of waste rock material appeared stable. Mining and Reclamation Plans state that <br />the 1 acre stockpile was to be relocated to Camp Bird mill. Camp Bird mill is no longer operating <br />and therefore cannot receive waste rock from the Syracuse portal. Operator's commitment to <br />removal and reclamation of the stockpile is a permit condition. Please revise the existing <br />Reclamation Plan to address on-site reclamation of the stockpiled material. Approved Reclamation <br />Plan states that the affected area will be reclaimed for wildlife habitat. If the operator desires to <br />amend the post mining land use from wildlife habitat to recreational/tourism, the operator may <br />submit a new Limited Impact 110(2) Permit application, as stated in Rule 1.10(21. <br />Financial Warranty -Review and recalculation of the required bond for reclamation of this operation <br />will take place over the next few months.
