„ (Page 2) • • <br />MINE ID # OR PROSPECTING ID # M-7.8-314 <br />INSPECTION DATE 11/17/00 INSPECTOR'S INITIALS ESC <br />This was an inspection of the Hewes Gravel Pit conducted by Erica Crosby of the Division of <br />Minerals and Geology. Nathan Hewes was present during the inspection. Weather conditions <br />on site were clear and very cold. Approximately 4 inches of snow cover was present on site. <br />The 110 Mining and Reclamation Permit was issued to Routt County on November 9, 1978 to <br />affect approximately 9.9 acres. The permit was transferred to Frank Hewes on June 24, 1987. <br />The site is located 7 miles southwest of Tonopas in Routt County, Colorado. <br />No mining was taking place during the inspection. A mine identification sign was posted at <br />the entrance to the site. The operator pointed out a few of the permit boundary markers. The <br />remaining markers will need to be reposted. Please see page 3 for compliance due dates. <br />The mine site consists two distinct areas of disturbance divided by Five Pine Mesa Road. The <br />northeast portion of the permit area contains the active operation. The pit is approximately <br />15 feet deep and is mined at a 2h:ly slope. Topsoil piles are stored along the fence line <br />adjacent to the Road. The southwest area contains a small pit mined by Routt County. <br />Topsoil piles surround the disturbed area. <br />During the June 24, 1998 inspection, the Division requested that the operator submit an <br />accurate map of the site by August 3, 1998. The operator complied with the Division's request <br />by the due date. However, the revised maps were not submitted in the form of a technical <br />revision necessary to make the clarification a binding part of the permit. The operator will <br />need to submit a letter to the Division requesting these maps (dated August 3, 1996) be <br />included in the Mining and Reclamation Permit for the Hewes Pit. The Division will waive the <br />$188.00 application fee since the maps were received by the Division prior to the adjustment <br />of application fees for 110 operations. <br />The Division currently holds a bond in the amount of $1, 000.00. In 1987 the Division <br />calculated this amount based on one acre of disturbance with mined slopes of 4h:ly. The <br />disturbance is now approximately 8 acres in size. C.R.S. 34-32.5-117 (4)(c)(I)(a) states that <br />the Hoard may increase the amount and duration of a required financial warranty to reclaim <br />the site. The Division estimated the cost to reclaim the Hewes Pit to include backfilling <br />& grading both pits, topsoil replacement, revegetation, and mobilization/ demobilization to <br />and from the job site. The Division's reclamation cost estimate based on the site conditions <br />and permit requirement totals $8,000.00. The operator has the following options; <br />1. Post an additional $7,000.00 bond by February 1, 2001, <br />2. Complete some reclamation on site, or <br />3.
