Glen identified it as an OSM internal document. Glen does not <br />wish to release the report to DMG partly because it addresses issues <br />other than what the special focus was to address, or issues outside the <br />scope of his interpretation of the special focus. Attached is an a-mail <br />from Glen that states his findings. <br />In the past, the CO team has discussed how to address questions or <br />potential issues that come up through routine reviews, etc., and DMG <br />has expressed its desire for OSM to identify these issues. By OSM <br />doing so, DMG could provide reasoning that defines how the issue is an <br />acceptable practice or method under the approved program thus <br />eliminating the issue, could incorporate OSM's concerns into its permit or <br />enforcement reviews, or take other action if warrented. As the DFD <br />team leader, I am supposed to coordinate this process with DMG. Since <br />Glen has restricted his report to OSM, I can't release it to DMG as <br />requested, but I can identify issues regarding the CO program from his <br />report for the team to discuss. <br />In addition to this, I would like to put on the agenda for our next team <br />meeting (as soon as possible) the idea of drafting guidelines for <br />inspections and special studies. I believe it would be helpful for the team <br />to define our roles in these fun tions, and, if ad hoc members are used <br />for special studies, they would ave written direction on how to proceed <br />in Colorado. <br />r <br />--> ATTACHMENT: NEFIND.GG <-- <br />
