Glen identified it as an OSM internal document. Glen does not
wish to release the report to DMG partly because it addresses issues
other than what the special focus was to address, or issues outside the
scope of his interpretation of the special focus. Attached is an a-mail
from Glen that states his findings.
In the past, the CO team has discussed how to address questions or
potential issues that come up through routine reviews, etc., and DMG
has expressed its desire for OSM to identify these issues. By OSM
doing so, DMG could provide reasoning that defines how the issue is an
acceptable practice or method under the approved program thus
eliminating the issue, could incorporate OSM's concerns into its permit or
enforcement reviews, or take other action if warrented. As the DFD
team leader, I am supposed to coordinate this process with DMG. Since
Glen has restricted his report to OSM, I can't release it to DMG as
requested, but I can identify issues regarding the CO program from his
report for the team to discuss.
In addition to this, I would like to put on the agenda for our next team
meeting (as soon as possible) the idea of drafting guidelines for
inspections and special studies. I believe it would be helpful for the team
to define our roles in these fun tions, and, if ad hoc members are used
for special studies, they would ave written direction on how to proceed
in Colorado.
r
--> ATTACHMENT: NEFIND.GG <--
