The mpjority of Terrace No. 1 is located in ti~is area. Toe terrace appears to be <br />stable and Functional. Ponding does not appear to be occurring. Sedimentation <br />control is in place and functional. The diversion along the West side of this <br />area ,and Sedimentation Pond 4 are to be reclaimed at the time of a Phase II <br />release. <br />Concerns: <br />The culvert and creek crossing material and the portion of the haul road located <br />North of the creek have yet to be removed and the acreage reclaimed. As <br />explained by the permittee during the Inspection the road and creek crossing <br />will remain in place until the resoiling of Revision Area 1 is completed. This <br />is understandable, however, the acreage that will be involved in the removal and <br />reclamation of these features cannot, at this time, be considered for a Phase 1 <br />release. An additional concern involves the material that will he generated in <br />the removal of these Features. In what location will this material be deposited <br />and how will it be reconfigured? Finally, the Aaul Road Terrace has not been <br />completed and cannot be until the road is removed. The area involved in the <br />construction of this terrace must be considered grade work not yet accomplished <br />under a Phase 1 release evaluation. <br />Revision 1 Area <br />Backfilling and the majority of the grading have been accomplished. The re- <br />established slopes were generally Found to be 18 to 19 degrees. The final land <br />configuration appears to meet the AOC and reclamation plan requirements. A small <br />settling crack(2" wide x 40ft long) was observed near the top of the backfill <br />along the North-Nest corner of this area. This appears to be no more than normal <br />settlement of the backfill ae there are no indications of lnstability in the <br />area. It should, however, be graded out prior to placement of resoiling <br />material. ' <br />Terrace No. 2 and Terrace No.3 are generally established within their approved <br />locations. Additional fine grading work will be necessary to ensure that these <br />Features are left in a functional condition. <br />Concerns: <br />The Northern section of the haul road remains to be removed and this sect Lon of <br />the Aaul Road Terrace still needs to be constructed. Also, at the location of <br />the haul road switchback additional grading is necessary to eliminate <br />depressions and small spoil piles. Finally, small amounts of coal fines need to <br />be removed and/or covered at the coal stockpile area located North of Pond 5. <br />The acreage involved in the remaining work discussed above cannot be considered, <br />at this time, Eor a Phase 1 release. <br />Facilities Area <br /> <br />Fill was placed to the Western portion of this arAa wh[ch includes the access to <br />Highway 151. Minor Revision No. 33 approved retention of .some of the buildings <br />in this area but the revision did not address the EL11 material(te: long term <br />stability, enhancement of the post mining land use, etc.) These deficiencies <br />need to be addressed. This can possibly be done during the current revCew of PR- <br />04(Reclamation Only Pe[mit). The outslope of the fill/access read are graded, <br />resoiled and seeded. Vegetation is becoming establLshed. No erosion or sLgns of <br />instability were evident. <br />A certified, total containment sedCment trap provldes drainage control Eor the <br />majority of this area. This structure Ls to be removed at the time of Phase II <br />release. <br />
