Inspection Report <br />Chimney Rock Mine <br />Kaiser Steel Resources <br />8300 Utica Ave. <br />Rancho Cucamonga, California 01730 <br />Date of Inspection: 8-8-91 <br />Personnel Present: <br />MLRD - Harry Ranney <br />BLM -Robert Kershaw ' <br />USFS - Glen Raby <br />Kaiser - Mike Keegan <br />OSM -Stephen Rathbun <br />Site fonditions <br />This inspection was conducted to evaluate the entire disturbed area regarding <br />compliance with the requirements Eor a potential Phase I Bond Release. <br />East Pit Area <br />Backfilling, grading, resoiling and seedi'hg have been accomplished on the vast <br />majority of this area. The established grades appear to conform with the <br />approved reclamation plan. Contour ditches have been left In place on the <br />reclaimed slopes to reduce flow velocities and prevent erosion. The intent is to <br />let these Features naturally reclaim themselves. Field observations confirm that <br />this process is already underway. , <br />The slopes appeared stable with no erosion or slippage problems observed. <br />Revegatation is becoming established. Two rock rip-rapped downdraina have been <br />established on the East side of this area. The Northern downdrain is stable with <br />no evidence of erosion or flow by-pass. The Southern downdrain exhibits minor <br />erosion and a past problem with flows having meandered out of the protected <br />channelway. Both situations are presently being addressed by the permittee. <br />S11Cation structures are in-place and functional. These~atructures are to be <br />removed at the time a Phase II release can be approved. <br />An access road exists on the west side of this area and leads to a topsoil <br />stockpile area Located on the North-East corner of the East Pit area. The <br />stockpiled material Ls to be utilized to recoil the Revision 1 area. The <br />stockpile is protected from wind and water loss by a vegetative cover. After <br />this material is removed the access road, which has been approved as a permanent <br />structure, will be water barred. <br />Barren Ridge Area <br />This area has been backfilled, graded and seeded. Slope gradients are between 14 <br />and 18 degrees and within the requirements of the approved reclamation plan. No <br />significant erosion was noted and the vegetation is becoming established. <br />The extreme northern portion of this area was rediaturbed by the permittee to <br />obtain additional backfilling material for the Revision 1 area. That activity <br />has left a somewhat flatter benchlike configuration to this section of the <br />permit than existed prior to mining. The postmtning topography, however, blends <br />in well with surrounding terrain and in the opinion of the undersigned meets the <br />requirements of approximate original contours. <br />
