~~ <br />(Page 2) <br />MINE ID / OR PROSPECTING ID f M-87-049 <br />INSPECTION DATE 9 29 94 INSPECTOR'S INITIALS GSC <br />OBSERVATIONS <br />This inspection was conducted in response to a telephone complaint received from Me. Maria <br />Ressler on September 23, 1994. Gerritt Lansing, the operator's representative, was present <br />and Ray Forehand was present with Ms. Kessler. <br />Me. Reveler has three water wells located about 2,500 feet east of the Bromley lakes <br />operation and complained that the water levels have been dropping since the mid 1980'x. She <br />believed this may be caused by the gravel operation. According to Me. Ressler, one domestic <br />well in her house and one irrigation well south of her house were hand dug in 1900 <br />approximately, and are 36 and 39 feet deep respectively. She said the depth to the water <br />level was about 27 feet below ground level (bgl) in 1966 in each well. She-backfilled the <br />bottom 26 feet of the domestic house well with gravel from her fields in 1966. The house <br />well has gone dry and waa not accessible for inspection. <br />The irrigation well was inspected. It ie located in a well house near Brighton Road about <br />100 feet south of Hs. Keesler'e house. The upper 12 feet of the well appear to be lined with <br />cement and a centrifugal pump site on a wooden platform about 12 feet below ground level. <br />The water level was measured with Fisher M-scope water level indicator. Due to obstructions <br />in the well the water level was approximated between 25 to 30 feet bgl. <br />The irrigation well was drilled in March 1994 to a total depth of 390 feet bgl. Initial <br />production was 30 gpm and the water level was 58 feet bgl. It took 2.5 to 3 days to case the <br />well. The lower Arapahoe aquifer was screened and a submersible pump wax installed 5 weeks <br />later. Me. Ressler and Ray Forehand said that at that time the water level dropped to. 167 <br />feet bgl and the well production dropped. In August, the pump was lowered to 366 feet bgl <br />and the well was developed at that time. The well currently produces about 1 to 2 gallons <br />per minute at the moat. A permit application was filed with the State Engineer for this <br />well. <br />Troy Trevena, who operates the Wagon Wheel Skating Rink located 200 feet south of the gravel <br />operation, was also present at the Keaeler place. He said that the water level in hie well <br />has remained constant but that the amount of Band and silt hex increased recently. <br />The Bromley lakes operation waa inspected with Mr. Lansing. Phaeee 1 and 2 have been <br />disturbed to date. Phase one is the processing area and Phase 2 consists of two pits <br />totaling about 15 acres on the north aide of the permit. The pits are approximately 27 feet <br />deep and are situated on the eastern and western aides of McCann Ditch. The eastern pit was <br />excavated with a drag line and ie now filled with water at a level about 2-3 feet bgl. There <br />ie adequate topsoil stockpiled on the western aide of Phase 1. <br />A concrete batch plant waa recently installed east of and outside the permit boundaries. The <br />mining plan includes a batch plant inside the process area. See PV-1. <br />The western pit ie pumped dry and mined with dozers and loaders. A pump ie located in the <br />northeastern corner of this pit and the water is pumped across McCann Ditch into the eastern <br />lake. The adequacy response from Tuttle Applegate dated Hay 20, 1987, states the pits will <br />be mined without dewatering. Since dewatering ie not part of the current mining plan, the <br />operator must desist from this activity. If you wish to submit an amendment to the permit <br />to include dewatering, a plan will be required to evaluate the impact this will have on <br />ground water users adjacent to the operation and that identifies the cone of depression and <br />radius of influence created by the dewatering activities. The operator will also need to <br />verify to the Division that this activity will be in compliance with the State Engineer. See <br />PB-2. <br />
