• (Page 21 <br /> <br />MINE ID N OR PROSPECTING ID rr M-1990-093 <br />INSPECTION DATE 2-2-2001 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This inspection was conducted at the operator's request to evaluate proposed mine plan changes and to investigate self- <br />reported off-site impacts created by gravel stockpiles and a pipeline conveyance system. Flint Energy Construction <br />Company is leasing and operating the pit at this time. <br />The berm around south perimeter of Phase I was breached in one location allowing a small flow of stormwater to drain off- <br />site. The operator indicated that the berm would be re-established to prevent this off-site discharge. The flow appeared <br />to be only slightly cloudy. No erosion of the slope or sedimentation was observed at the location of this discharge. This <br />has been noted as a problem, with corrective actions and a correction due date specified on the last page of this report. <br />An on-site fuel tank has been placed in geotextile lined spill containment structure constructed of earthen material. The <br />spill containment appeared to be adequately sized for tank inside it. <br />All processing facilities appeared to be placed on wooden timber foundations and remain portable. No concrete foundations <br />were observed. The scales have been installed along the haul road at the base of the hill and are not required to be <br />included in the permit area because of the dual use with the Trenkle's salvage operation. <br />Some minor amounts of berm and stockpile material have deposited over the edge of the hill where the pit is located which <br />is outside the permit boundary. Lowering of the hilltop by future mining should clean up this spilled material. However, <br />the operator should establish berms and stockpiles in a manner that does not allow material to slough down the hillside. <br />The gravel depth is approaching 60 feet, as is the highwall height in Phase 1. This increased gravel depth has resulted in <br />limited space within which to process and stockpile gravel. The operator requested that they be allowed to mine an area <br />of the west end of Phase 2 down to the bottom of the gravel and then place a crusher there. This would allow the current <br />processing equipment to be moved so Phase 1 can be mined out. The outside perimeter of Phase 1 would then be <br />backfilled with overburden stockpiled on Phase 2. Phase 2 would then be mined. The plan is not a problem since the <br />current mine plan proposes disturbance of both Phase 1 and 2 at the same time. Current restrictions are the operator's <br />commitment to having a maximum of 6 acres disturbed at any given time with a maximum highwall dimension of 15'H x <br />850'L. Obviously the height restriction has been exceeded. The current estimated highwall length is approximately half <br />of the 850 foot limit. The mine plan will need to be revised to allow for the increased mining depth. The reclamation cost <br />estimate will be recalculated upon completion of this revision and additional financial warranty may be required. This is <br />noted as a problem with a corrective action and correction due date specified on the last page of this report. <br />The self-reported off-site disturbance is estimated at 1-2 acres and consists of an estimated 300'L x 200"W x 15'H gravel <br />stockpile pad, an estimated 2'Dia. x 700'L above ground steel pipe that extends from the permit boundary at the crest <br />of the hill on the west side of Phase 1 down to the haul road at the base of the hill, and a road estimated at 150-200 feet <br />long and 10 feet wide that was dozed into the side of the hill to access the midpoint of the pipe and construct a substantial <br />concrete footing for the pipe. None of these features are within the permit boundary. This is noted as a possible violation <br />with a corrective action and correction due date specified on the last page of this report. <br />Responses to this inspection report should be directed to Steve Shuey at the Division's Durango Field Office.
