General Comments <br />This was a partial inspection of the Red Canyon Mine. During the inspection, Charles and <br />Mary Lou Stein were contacted at their home. Mr. and Mrs. Stein, and a number of their <br />neighbors in the Colby area had previously filed a petition objecting to three aspects <br />of Grand Mesa's operation: Excessive noise from the mine fan, dusty roads (due in part <br />to mine-related traffic), and a traffic hazard at the intersection of the mine road and <br />...the county road. These concerns were addressed in a meeting held several weeks ago by <br />:,Grand Mesa Coal-Ga. at the Red Canyon Mine. The Steins in di Gated'that the proposal <br />presented by Grand Mesa to reduce fan noise by constructing a 12' high acoustical block <br />barrier was acceptable to the persons present at the meeting. Delta County has recently <br />completed paving the county road up to the mine road, so excess dust should no longer <br />be a problem, The county has also been notified of the safety concern with regard to <br />the intersection of the mine road and the county road. At this time, no action has <br />been taken. <br />On June 29, 1981, MLR received a copy of a letter Crand Mesa sent out to individuals who <br />had signed the petition of objection. The letter summarized concerns which were discussed <br />at the meeting referred to earlier. Grand Mesa indicated in the letter that they expect <br />to have the fan barrier completed by September 30, 2981. <br />It is the understanding of the Division that the agreements stipulated in the letter are <br />acceptable to all involved parties, and that the request for an informal conference has <br />been withdrawn. <br /> <br />
