III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discuss(on.of observations.made <br />during the inspection: Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. . <br />This was a complete inspection conducted by Joe Dudash of the Colorado DMG. No one represented <br />the operator during the inspection. There was no snow on the ground at any of the sites. <br />East Mine <br />The entrance gate to the East Mine was locked. There was no activity on site. The paved haul road was <br />in very good condition. The access road from the crusher/screener bench to the portal bench was in <br />good condition, although the road ditch from the former transfer tower up to the portal bench will need <br />cleaning soon. The roads to the West Ridge waste pile and pond and the road to the old waste pile were <br />in good condition. The access road from the portal bench to the water tank bench had some rocks on it <br />but was passable by vehicle. However, the road from the water tank bench to the cap and powder area <br />was only passable on foot due to several small rock falls. <br />All of the topsoil stockpiles have small areas that are beginning to show sparse vegetative cover. A <br />little seeding on all of these stockpiles is advisable. <br />All of the ditches, culverts, silt fence and straw bales at the East Mine were functional. However, <br />maintenance wilt be needed soon for the straw bales around the drop inlet at the crusher/screener bench <br />and at the drop inlet in the grassy area along the paved haul road above the West Ridge waste pile <br />road. Silt fence and straw bale replacement will be needed soon at the cap and power house areas. <br />Also, a little cleaning of the outlets to one culvert at the base of the West Ridge waste pile haul road <br />and at the culvert at the base of the road leading to the West Ridge waste pile pond will be needed <br />soon. <br />There were no signs of slope instability at any of the cut and fill areas, nor at the portal highwall. <br />The mine ID sign was up at the entrance and surface disturbance markers were up around the site. <br />Sediment ponds # 1, #2, #4 and the West Ridge waste pile pond were all dry. Pond #3 had a little <br />standing water. Pond spillways weie functional. Pond bin walls and embankment were stable. <br />There was a good stand of vegetation on the West Ridge waste pile. No signs of slope instability or <br />erosional problems were observed. Collection and diversion ditches all had sufficient capacity. The <br />same was true for the old waste pile. <br />Run-of--Mine (ROM) Stockpile <br />The graveled haul road was in very good condition. The mine ID sign was present. Ditches and <br />culverts were functional. There was a little standing water in the sediment pond. The pond <br />Pmbankmerit was well vegetated and the cnillwavc were fi~nglinnal.
