III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was the third quarter complete inspection of the Roadside <br />Portals conducted on September 30, October 1, and October 2, 1996. <br />Larry Reschke of Powderhorn was present during the inspection. <br />Weather during the inspection varied from clear to partly cloudy, <br />with no significant precipitation. <br />Availability of Records <br />Records were checked in the mine office on the afternoon of <br />September 30, and found to be complete and up to date through the <br />2nd quarter of 1996. See attached "DMG Availability of Records" <br />form. <br />Roads <br />In general, road surfaces and drainage structures appeared to be <br />properly maintained and functional. Certain road segments will be <br />re-classified, and certification statements will be updated in <br />accordance with recent rule changes as a part of Permit Revision <br />No. 2, which is currently under review. <br />Minor sediment accumulation was noted at the inlet end of the <br />culvert on the North Portal coal handling facility perimeter ditch, <br />and the outlet end of the culvert on the CRDA-1 refuse haul road a <br />short distance below the active bench. Sediment cleanout is <br />warranted in these locations. Minor tilling was noted along <br />certain segments of the 2-West Portals access road. Additional <br />water bars or diversion dip structures would appear to be warranted <br />along some of the steeper sections of this road to minimize erosion <br />from the road surface. Appropriate road drainage design <br />modifications should be included in the Permit Revision No. 2 <br />application, and necessary road maintenance, including installation <br />of additional drainage structures, should be completed this fall. <br />Hydrologic Balance <br />Surface and Ground Water Monitoring <br />The following surface water monitoring sites were inspected: SWGS- <br />06 (Coal Creek downstream), SWGS-07 (Coal Creek upstream), SWGS-OS <br />(Jerry Creek downstream), SWGS-09 (Jerry Creek upstream), SWGS-O1 <br />(Rapid Creek downstream), SWGS-03 (Rapid Creek upstream), SWGS-02 <br />(Cottonwood Creek downstream), and SWGS-05 (Cottonwood Creek <br />upstream). The Coal Creek and Jerry Creek monitoring sites were <br />installed since the previous inspection, and are crest stage gages, <br />
