<br />Blue Ribbon. <br /> <br />Page 2 <br />deadline set by P4LP.D. I called take MLRD lead inspector and he <br />informed me that a deadline of 6/23/84 had been set. Another MLRD <br />inspector inspected the mine on the afternoon of the 28th and found <br />that pond 4 had been re-established. <br />The lead inspector and I also discussed the culvert and possible coal <br />cleanup. MLRD will not be requiring a larger culvert because the mine <br />will only be operating for 2 more years. They are requiring that a <br />trash rack be placed on the upstream end to prevent plugging by <br />debris. The company is considering installing a larger culvert. MLRD <br />will require tine company to clean out the coal which washed into <br />Hubbard Creek. A problem exists because the company would have to go <br />off the permit area to do the clean up work. The land is owned by BLM <br />and U.S. Steel and they have been involved in discussions with the <br />state. The company will probably be required to get a permit or <br />permit revision in order to clean up the coal. <br />Topsoil <br />Two topsoil stockpiles have had small amounts of material added to <br />them. 'T'his additional material has not yet been vegetated. The <br />operator was requested by OSM to implement some type of temporary <br />protection until the next planting season. According to the i~1LRD <br />inspector who •~+as on site the 28th, strawbales have been placed around <br />this material. <br />
