No surface blasting has been conducted recently. <br />J ~ K are discussed under Hydrologic Balance section of narrative. <br />N,O,P,R,S & V cannot be evaluated because these actions have not yet <br />taken place. <br />Permits <br />All sediment control structures were certified by Larry Reschke on <br />6/1/83. Correspondence was available to document actions taken to <br />satisfy stipulatons #1 & 3, attached to the permit. However, nothing <br />could be found for stipulation #2. <br />This mine is situated within 100 ft. of a perennial stream and a <br />county road. This was a pre-existing mine and these conditions are <br />documented in MLRD's Findings Document. <br />Hydrologic Balance <br />Hubbard CreeY, has flooded t•,~ice this year, once play 14th and again on <br />June 7th. Both were 20 year events. The culvert which passes the <br />creek under the access road was completely washed out Suring the June <br />event. Phis culvert is only sized to handle a 10 year event. It is <br />very questionable whether that sizing is adequate. <br />Pond #3 sustained extensive damage and pon3 #4 was completely washed <br />out during the June event. In addition coal was washed out from the <br />stockpile area and deposited downstream. Strawbales were installed <br />below the area of deposition after the May event, however, these were <br />overtopped during the June event. <br />At the time of this inspection pond #3 haci been re-established but the <br />discharge structure had not been replaced. Pond #4 had not been <br />re-established, therefore any drainage from the coal stockpile wou13 <br />be uncontrolled. Mr. Reschke said he did not know of any compliance <br />
