<br />February 13, 1981 <br />RE: UPPER DIVERSION FAILURE - PROBLEM DESCRIPTION <br />The problem of slope failure along the cut slope above the mine bench was <br />first brought up in the December, 1980 inspection report. At that time the <br />optimal solution appeared to be simply to re-establish the drainage as designed <br />and line it with a waterproof material so as to prevent further water in- <br />filtration and weakening of the slope. However, during a January, 1981 MSHA <br />inspection it was pointed out to the operator by the MSHA inspector that <br />putting men and heavy equipment on top of this slope as a means to re- <br />establish the channel would be extremely hazardous, due to the position of <br />the diversion at the top edge of the cut slope which is located directly above <br />the portals, office, and shop area. With these considerations in mind it was <br />decided that the problem should be re-evaluated in detail by the MLRD staff <br />engineer in order to arrive at a proper solution to the problem. The <br />staff engineer will make an on-site visit some time this month to assess <br />the problem.
