III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the West Elk Mine conducted by Mike Boulay of the DMG on <br />February 10, 1997 and February 1 1, 1997. On February 10, 1997, DMG personnel including <br />Michael Long, Dr. Jim Pendleton, Susan McCannon, David Berry, and Mike Boulay were given <br />a guided site walk through by MCC personnel of the Sylvester Gulch Facilities azea, the RPE <br />area, and the slope stability project being conducted in the vicinity of the main surface facilities <br />area. Henry Barbe of MCC accompanied the DMG during the entire inspection. Specific items <br />noted and/or recommendations identified during the inspection are discussed below. <br />Availabilit~of Records <br />Please update the Records File with the most recent reclamation cost estimates. According to <br />Division records, the last reclamation cost estimate was completed on December 29, ] 997. <br />R ads <br />Please continue to control the accumulation of sediment onto Highway 133 in the vicinity of the <br />two main mine site entrances. The accumulation appeazs to be from truck traffic exiting the <br />mine site. At the time of the inspection, a significant amount of sediment appeared to have been <br />tracked across Highway 133 from trucks exiting the mine site and crossing the road en route to <br />the North Soil Storage Area (NSSA). <br />Hydrologic Balance <br />Site culverts and ditches were found to be well maintained and generally in good condition site <br />wide. Pond F W-1 was in the process of being drained, so that it can be relined as part of the <br />ongoing slope stability project for the main site facilities area. Relining of Pond MB-1 has been <br />completed and the north cell of MB-1 was holding water at the time of the inspection. <br />Construction of the NSSA Pond has been completed. <br />Discharge from the Lone Pine pipeline was inspected. The discharge appeared to be flowing <br />relatively clear at approximately 200-250 gallons per minute. <br />It was noted that Sylvester Gulch stream in the vicinity of the road crossing west of the RPE had <br />a turbid muddy appearance to it. This condition was discussed with MCC personnel during the <br />inspection. The likely source of the turbidity is fine particles being washed off of the roadway <br />during periods of thaw. The surface of the Sylvester Gulch Main Haul/Access Road was very <br />muddy at the time of the inspection. Prior to the inspection, MCC had begun placing 1.~ inch <br />
