following day.
Blasting warning; No surface blasting is done at this mine. The
explosive storage area was identified by a sign.
Topsoil markers: Posted at all storage areas.
Stream course buffer: Not applicable.
HYDROLOGIC SYSTEM
Drainage control; The upper bench at the mine did not have a
ditch as shown in the mine plan. The ditch along the mine access
road, the north spoil area road and the drainage swale in the
yard were not maintained to design. All of the above were
included in Notice of Violation # 92-01 issued by the Division.
The drainage plan at the loadout was unclear and did not appear
to be in place as shown on the plan map. DMG will include this
as part of a permit deficiency for the loadout.
Diversions: Not applicable.
Siltation Structures: The sediment pond at the loadout facility
was an existing structure. DMG took field measurements to
determine the adequacy of the structure. A small amount of water
was found in the pond. Nothing was found during the inspection
to indicate instability.
The two sediment ponds at the mine site both contain single
closed channel spillways. The company has submitted a revision
to include open channel spillways in the ponds but it has not yet
been approved by DMG. It is my understanding that the upper pond
will contain the runoff from a 25 year, 29 hour storm event even
with the spillway closed. During inspection of the Bench pond a
discussion with DMG indicated that the single closed channel
spillway might be retained. In order to retain the single closed
channel spillway the sediment pond must provide containment of
the 25 year, 24 hour storm event.
8
