III. COMMENTS -COMPLIANCE - - - <br />.Below are comments on the inspection.. The comments include.discussion of observations made _ - . <br />.during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. - - - <br />This was a complete inspection of the Seneca II-W Mine conducted on July 17, 2002 by Mike <br />Boulay of the DMG. Henry Austin from the Office of Surface Mining Reclamation and <br />Enforcement (OSM) accompanied the DMG during the inspection. Henry Austin conducted a <br />complete oversight inspection and a special focus oversight inspection on Reclamation Success: <br />Protection and Enhancement of Wildlife and Wildlife Habitats. Roy ICazo of Seneca Coal <br />Company was present during the entire inspection. Weather conditions were sunny and warm. <br />Ground conditions were dry throughout the majority of the site. Coal was not being hauled from <br />the mine at the time of the inspection. The dragline was operating in the IT-W South Area. <br />Availability of Records <br />All required records were on file and available for review at the mine site office. Please see the <br />attached Availability of Records checklist. <br />Roads <br />Haul Road surfaces were dry and well maintained. Road ditches and road drainage runouts were <br />dry and appeared to be in good condition. <br />SCC is in the process ofpreparing a technical revision to address the design and construction of <br />an alternate access road to the Meridian oil well located east of the B Pit pre-settling basin. Spoil <br />material has been pushed across the 006 Gulch. The spoil material has been used to form an <br />embankment and a temporary access road to the producing oil well. The technical revision shall <br />address the removal of the embankment and will provide a design for an alternate access road to <br />the oil well. <br />H~droloQic Balance <br />Site Sedimentation Ponds 005, 006, 009, 015, and Olb were inspected. Ponds 006, and 016 were <br />full and discharging clear water. Ponds 005, 009, and 015 were retaining water but were not <br />dischazging. Pond embankments and dischazge structures at all pond locations were in good <br />condition and no problems were noted. The inlet to Pond 016 needs to be repaired. A gully has <br />formed at the inlet to Pond 016. Please repair the erosion that has occurred and place additional <br />rock riprap at the inlet to provide sufficient armoring. The proposed Pond 017 location was <br />inspected. No disturbance has been initiated at this location. <br />
