IZI. CATS - COMPLLANCE <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any enforcement <br />actions taken during the inspection and the facts or evidence supporting the <br />enforcement action. <br />This was a complete inspection. Tom Kaldenbach represented CDMG and Forrest <br />Luke represented the operator. <br />Although snow cover has melted back from large areas of Trapper, much of the <br />site remains covered and could not be inspected. Draglines were in operation in <br />D pit (No Name drainage), F pit(East Pyeatt drainage), and A-E pit (Middle Flume <br />drainage). <br />AYAIL&HILITY OF RECORDS <br />The records checklist is attached. All required records were available in <br />Trapper's office. <br />BIGOTS AND l~RKER9 <br />Mine i.d. and blasting warning signs were properly displayed at public entrances <br />to the permit area. Permit boundary markers and topsoil markers were displayed <br />at the numerous locations inspected. <br />ROADS <br />The surfaces of haul roads were in good condition. Access roads and light duty <br />roads were snow covered, but appeared in good condition. <br />HYDROLOGIC BALF~iCE <br />Snow cover limited inspection of ponds. Estimated discharges at flumes were 75 <br />gpm in East Pyeatt Gulch (NPDES 011) and 100 gpm in Johnson Gulch (NPDES 001). <br />Snowmelt was the main source of flows. The flumes were in good operating <br />condition. The water level in East Middle Flume #1 pond was about 10 feet below <br />the spillway. <br />HACKFILL AND GRADIDiG <br />D pit is working on one of the last cuts before it reaches E pit. E pit remains <br />open for future backfilling with ash. <br />No problems were found in the active ash dump area (former A pit). <br />SUPPORT FACILITIES <br />No problems were found at the ANFO loading facility or in the facilities yard <br />area. The hazardous waste storage area was in good order. <br />GaWV.anr. MINE PLAN COMPLLANCE <br />The amount of area stripped ahead of each pit appears to comply with Trapper's <br />approved operation plan. There were no more than three spoil ridges at each <br />active pit, consistent with the approved operation plan. <br />Paae 3 <br />
