Box 187 <br />Craig, CO 81626 <br />Trapper Mine <br />Phasel Bond Release Inspection <br />April 13 & 14, 2004 <br />Participants: <br />Forrest Luke, Trapper Mining Inc. (TMI) <br />Janet Binns, Colorado Division of Minerals and Geology (DMG) <br />Henry Austin, Office of Surface Mining (OSM) <br />I participated in a Phase I bond release inspection regarding bond release application <br />No. 5 (SL-5) submitted to DMG October 27, 2003. This application requests Phase I <br />bond release for 823.9 acres. Weather conditions were cool, windy, and overcast with <br />intermittent rain showers in the area. Ground conditions were wet to saturated in most <br />azeas with standing water noted, and signs of recent surface water runoff due to recent <br />snow melt. <br />The bond release application contains documentation meeting or exceeding of all the <br />public notification requirements in Colorado Rule 3.03.1 (Release of Performance Bonds) <br />including surface landowners & mineral owners, local newspaper public notice, and <br />notification to local government and planning agencies. <br />I invited the Bureau of Land Management (BLM-Rob Ernst-Craig Field Office) to <br />participate in the inspection and BLM representatives elected not to attend. No <br />landowners or other public & governmental entities elected to participate in the <br />inspection. DMG had received no public comments concerning the bond release <br />application at the time of the inspection. <br />Ms. Binns began the inspection by providing me with a general orientation of the release <br />acreage request via the maps included in the bond release application, and we generally <br />inspected these areas beginning on the West portion of the pernut area April 13, and <br />concluding on the Eastern portion of the permit area on April 14. We walked and <br />inspected all the significant drainages in the proposed release areas, as well as other <br />areas. <br />Only minor erosion rills were noted in a few areas due to recent surface water runoff, and <br />saturated soils due to recent snow melt as noted above. These areas were noted by Ms. <br />Binns as needing routine /seasonal maintenance to repair and stabilize rills. None of the <br />areas noted for maintenance would preclude Phase 1 bond release. <br />
