Violation, CV-2000-007 was issued for disturbance in the ponds' drainage area prior
to completing construction of Pond Ol b. This is in violation of Rule 4.05.6(1)(a).
Abatement requires SCC to complete the construction of the pond and to certify
construction by a registered professional engineer no later than October 31, 2000. If
additional time is needed, an extension can be requested.
Stockponds T-2, T-3, T-18, T-22 and T-23 were observed. All were functioning as
designed. Cattails have been planted and are doing well in T-18.
Backfillina and Grading
Backfilling and grading are concurrent with the mining operations.
To soil
Topsoil salvaged from Haul Road I is being stockpiled in Piles J and UU.
Topsoil has been salvaged well in advance of the A pit in the south extension area.
As stated above topsoil has been salvaged from the far north hillside that drains into
Pond O1 b. It appears this topsoil is being stockpiled in Topsoil stockpile VV.
Roy Karo said approximately 6 acres have been topsoiled on the regraded spoils
north of Pit A.
Revegetation
The area that was topsoiled north of Pit A will be seeded this fall.
I walked the revegetated areas planted in 1999 and in 1997. The area seeded in 1997
looks very good. There is a good mixture of grasses and (orbs. A few sagebrush were
also observed. Good germination is evidenced in the 1999 seeded area just north of
the A pit despite the dry conditions this summer. Several grasses and fortis are
coming in. Shrubs were observed in the area and included bitterbrush, snowberry,
and chokecherry. Several of the shrubs were observed in small gullies that had
formed.
