Whitewater's Storm Water Management Plan (SWMP) address' <br />spill prevention at this site and there have been no reportable spills since mining <br />began in the late Forties. I point out that this site is secure and Whitewater has <br />trained their employees on how to handle any spill that may occur. The site contains <br />large amounts of absorbent materials (sand) that can be used to absorb a spill. The <br />tanks are located adjacent to a low area where a large spill would drain and would be <br />contained on site. It cannot, under normal conditions, enter waters of the U.S. before <br />Whitewater could contain it. The effected materials would then be disposed of in a <br />manner prescribed by law. <br />I. Revegetation In Stages X, Y d 1 <br />Late last year the U.S. Fish and Wildlife Service (USFWS) and Butch Craig <br />(Unaweep Charolais Ranches, Inc.), notified Whitewater that they were negotiating an <br />ownership transfer on these stages. The USFWS wants to use the lake azea as part of <br />their recovery project for the Colorado River endangered fish. If they do this they <br />will make some major land form changes that will include breaching the bank <br />between the river and the lake to allow flood water to enter the lake. The USFWS <br />has indicated that they may cut thru the bank at the point where the bank slope <br />stability problem is located. The attached letter confirms this explanation. Once the <br />negotiations aze complete Whitewater will know whether to resume reclamation on <br />these stages or request a release so the USFWS can begin construction as noted in the <br />letter. If and when the USFWS drops its interest in the site, Whitewater will begin <br />working on the slope stability azea and doing revegetation. <br />We aze evaluating the site and will address the concerns noted in your inspection <br />comments this year. We will report our actions to correct these concerns in the annual <br />report due in September 1998. I have included an Inert Fill Notice for this operation incase <br />Whitewater Building Materials Corp. Ever imports inter fill into the mine.
