Bill Beaz Jr. <br />represented the operator during the field inspection and the records check. The general area had <br />four to six inches of snow on the ground. It had snowed the day before the inspection. <br />The main haul road had some packed snow areas which had been sanded by the operator. The <br />operator did not run any haul trucks during the inspection due to the snow on the haul road. <br />However, the sun came out in the afternoon and the operator was evaluating the situation whether <br />or not to run the haul trucks latex in the day. The operator has installed a stop sign on the main <br />haul road, at the intersection with old Highway 133. The operator has finished installing guard <br />rail along the main haul road. The gob pile haul road had been graveled. It was snow packed but <br />passable. The access road to the water tank, from the portal bench, was also snow covered. Cut <br />and fill slopes were snow covered but no problems were observed. <br />Pond B was completely snow covered. The snow level in the pond was below the elevation of the <br />primary discharge tube. The gated valve was cracked open, although there was no discharge. The <br />operator closed the gate valve. No problems were noted with the embanlanent or the discharge <br />struchlres. <br />Pcurd C was also snow covered, with the snow level below the primary discharge tube. The gated <br />valve was closed. There were no signs of embankment instability. Pond discharge structures were <br />functional <br />Pond D, the gob pile pond, has been completed. The primary discharge tube does not have an <br />extension that goes down the slope all the way to the road, as was originally designed. Instead, the <br />operator has replaced the extension tube with riprap. There was some snow in the pond, but no <br />water or ice. Spillways were functional and the embanlanent appeared to be stable. <br />The operator needs to install a mine id sign at the extreme eastern side of the mine site, at the side <br />entrance to the gob pile area, since this side entrance will be used in the future. The other mine id <br />signs were up at the appropriate locations and contained the correct information. <br />Surface disturbance markers and topsoil signs were up, except at the small topsoil stockpile <br />adjacent to pond B, which needs a new topsoil sign.
