Pg 3/3 West Elk C-80-007 <br />20 July 2004~~ <br />Processing Waste (cont.): -Another approximately 1-acre area to the east of the <br />reclaimed RPE is being used for refuse disposal. At the time of the inspection a thin <br />veneer of refuse had been placed over the entire area. There were also several piles <br />of refuse that have been dumped and are waiting to be spread and compacted. <br />Support Facilities: -Several of the methane degas well sites were visited (as noted in <br />Hydrologic Balance above). All of the pads were constructed and maintained as <br />described in the permit. The contractors were working on grading pads, drilling wells <br />and running casing at the time of the inspection. Care was being taken to minimize <br />the disturbances and insure against off-site impacts. <br />- The Sylvester Gulch hoist hose pad was in good condition. There were two spots <br />noted where there was some erosion down to the storage pad below. These areas <br />need to be watched to make sure they do not become a problem. Away to solve <br />this problem completely would be to build a small berm on the side of the pad and <br />channel the water into the ditch along the road and into the pond. <br />- All of the material storage benches (including the large MSB and the miscellaneous <br />benches by and above the portals) were all stable at the time of the inspection. <br />Topsoil: -The Main topsoil stockpile is well vegetated. No erosional problems were <br />noted on the pile. There was some thistle on the pile by the coal stockpiles but the <br />operator said that they have sprayed the mine for weeds. The pile was properly <br />marked as topsoil piles. <br />- Topsoil stockpiles # 1 and #3 in Sylvester Gulch were well vegetated and showed no <br />signs of erosional problems at the time of the inspection. There was some thistle on <br />these piles as well and again, the operator said that the mine has been sprayed for <br />weeds. These piles were properly marked as topsoil piles. <br />-All of the topsoil stockpiles at the MDW locations were properly marked. <br />Fish and Wildlife: Numerous does and fawns were seen by the portals and coal <br />stockpiles during the inspection. <br />Bond Compliance: Most of the disturbed area was walked during the inspection. <br />Numerous features were collected with a Trimble GeoXT and processed using GPS <br />Pathfinder Office 2.90. All of the field data corresponds to the data that is contained <br />in the West Elk permit text and maps. See the following spreadsheets for more <br />details. <br />
