Pg 2/3 West Elk C-SO-007 <br />20 July 2004 <br />Hydrologic Balance (cont): No erosional features were noted on the embankment of <br />the RPE pond. <br />- Pond MB-2R contained water at the time of the inspection but was not discharging. <br />The pond needs to be cleaned, especially at the pond inlet. This was noted to the <br />operator at the time of the inspection. The emergency spillway is a riprapped open <br />channel and appeared to be stable and in good condition. The pond embankment <br />was stable and well vegetated at the time of the inspection. No erosional features <br />were noted on the embankment. <br />- Pond MB-3 contained water at the time of the inspection but was not discharging. <br />The pond needs to be cleaned, especially at the pond inlet. This was noted to the <br />operator at the time of the inspection. The pond embankment was stable and well <br />vegetated at the time of the inspection. No erosional features were noted on the <br />embankment. <br />- Pond MB-5 contained a small amount of water but was not discharging at the time <br />of the inspection. The primary spillway is a gated valve and the emergency spillway <br />is a riprapped open channel. The emergency spillway appeared to be stable and in <br />good condition. The pond embankment was stable and well vegetated at fhe time <br />of the inspection. No erosional features were noted on the embankment. <br />- Pond MB-4 is a small concrete pond located at the loadout. The pond contained a <br />small amount of water but was not discharging at the time of the inspection. <br />-The Sylvester Gulch Pond is a lined pond. It contained some water but was not <br />discharging at the time of the inspection. The emergency spillway is a raprapped <br />channel. It appeared to be stable and in good condition at the time of the <br />inspection. The pond embankment was stable and well vegetated at the time of the <br />inspection. No erosional features were noted on the embankment. <br />-All of the roadside ditches (including those along the main access road, the <br />Sylvester Gulch haul road, the RPE haul road and the roads behind the facilities area) <br />were all well maintained and in good condition. <br />- The ditchs around the lower refuse pile and the coal stockpiles are concrete <br />ditches. There is some sediment in these ditches from the recent rains and they <br />should be cleaned out. This was noted to the operator at the time of the inspection. <br />The riprapped portion on the steep, west-side of the LRP was stable and in good <br />condition. <br />-Several of the methane degas well pads were visited on this inspection. These <br />included MDW-15-07, 16-7, 17-09, 24-01, 24-02, 24-03 and 24-05. All of the pads had <br />silt fence for sediment control. The silt fence was properly installed and there was no <br />sediment leaving the pads to the adjacent undisturbed areas. <br />Processing Waste: The lower refuse pile slopes were well vegetated and appeared to <br />be stable at the time of the inspection. There were no erosional problems noted on <br />the slopes. The top of this pile is used as a material storage area. The edge of the <br />area is bermed to keep water from running over the outslopes of the pile. The water <br />is directed into the permanent ditches around the pile. <br />- An approximately 1-acre portion of the refuse pile expansion has been covered, <br />topsoiled, seeded and mulched (erosion matting was stapled over the slopes). This <br />area appeared to be stable at the time of the inspection. <br />
