The amendment should include a map showing the location of the slurry wall and engineered designs showing the design details, including information on the underlying bedrock. The operator will also need to submit a certified construction report detailing the as-built" condition of the slurry wall. In addition, the operator will need to provide sign-off from the Office of the State Engineer (OSE) or provide sufficient amount of reclamation bond. If the OSE signs off on the slurry wall, the need for drawings, as-built certifications or additional bond will not be required. The Division noted Leafy Spurge within the disturbed area of the site. The operator will need to include a weed-management plan to control the spread of noxious weeds. The weed management plan should be sut~mitted concurrently with the permit amendment. The Division recommends that you consult with the County weed control specialist. In summary, the following items will need to be submitted to the Division as a result of the complaint letter from Sinclai~.r Pipeline Company and the Division's observations; • File a technical revision to include a detailed plan to ensure the pipeline corridor is protected from slides or damage as a result of the mining or reclamation activities. In particular, Hall-Irwin will need to submit a plan to safely pass surface water runoff between Pits #~S'~and #~ ~ 'T'his can be included in the amendment application noted below, or as a separate technical. revision. • File an amendment to the :oermit to change the final reclaimed land use to •` Developed water Resource."
