The surface drainage from the face of the existing waste rock pile <br />drains back down the access road to the sediment ponds. According to <br />Mr. Ranney there is no requirement for an undisturbed area diversion <br />above the pile. As the changes are made to the face of the pile for the <br />new area the operator will install a ditch at the junction of the waste <br />rock and undisturbed area for drainage above the pile. <br />There was some discussion about the lift location and method of <br />disposal that should be mentioned for future reference. The <br />watchman/loader operator told us that he placed the rock on the lower <br />end of the pile which is at the entrance to the area because he got <br />better compaction on the lift. He wanted to know if it was being placed <br />properly. <br />We found it to be in two foot or less increments and the drainage <br />off o4 the working face of the pile was positive. There was no drainage <br />off of the working face of the pile over any of the outslopes. We <br />pointed out that he should angle the leading edge of the front of the <br />face of the upstream ongoing current lift to provide more positive <br />drainage off of the lower in place lift. We pointed out that he could <br />not drain runoff towards the face of the pile but would instead have to <br />direct it to the backside. in doing, it would intercept the new <br />diversion and be directed off of the pile. <br />DISTANCE PROHIBITIONS <br />Roads/Dwellings/Public Buildings/Churches/Schools/Cemeteries/Protected <br />Public Lands: There is no surface disturbance within =00 feet of a <br />public road. There are no dwellings within the~00 foot zone~nor are <br />there churches, or a school. There no cemeteries within e00 feet of the <br />active operation. There are no protected public lands within the line <br />of site of the active operation. <br />SUBSIDENCE <br />This was not checked because of the status of the mining operation and <br />lack of key personnel on the mine. Access into those areas would also <br />be difficult due to the snow cover. <br />CURRENT ACTIVITIES <br />This is an underground mining operation that uses continuous miners. <br />Coal is sold at the mine, there are no active or permitted loadout <br />facilities located away from the active operation. Coal is crushed and <br />sized on the site. Fuel additive is used on some of the coal the rest <br />is used by two of the local railroads for their locomotives. <br />EXISTING ENFORCEMENT ACTIONS <br />None <br />ENFORCEMENT ACTIONS FROM THIS INSPECTION <br />
