III. COMMENTS -COMPLIANCE <br />Ps a% ~oy Ih F'PlJ C- P/-o/y <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />contaminated soils were removed has been backfilled and regraded. The area was <br />not filled in but ratherjust graded to blend with the existing topography (as only <br />about 400 cubic yards of material were removed). The "staging area" by the coal <br />lab building has been ripped in preparation for topsoil replacement. <br />Processing Waste: The entire refuse pile has been covered with four feet of nontoxic, <br />noncombustible material. There did not appear to be any erosion problems from the <br />recent snow-melt. No cracking or slumps were observed. It appears that there is <br />positive drainage off of the pile and into the 100-year ditch. There did not appear to <br />be any springs or seeps on the surface or sides of the pile. <br />Topsoil: Topsoil has been spread on the entire mine site with the exception of the <br />diesel tank area. George Patterson indicated that he would spread the topsoil on <br />the area in the next week or two. <br />
