III. COMMENTS -COMPLIANCE r~a+i~l,e/~ ~..Q~ p/y <br />P~\~d' ~ll/h' c 1~OJ ~d~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Southfield mine conducted by Jim Stark of <br />CDMG. The Southfield Mine is in permanent cessation. Reclamation work has been <br />performed at the site and the Operator has applied for a Phase I Bond Release. The <br />weather was warm and sunny and the ground was dry in most places with some of <br />the northern-facing slopes damp from the recent snows (the mine site has received <br />1-2 feet of snow over the past few weeks). <br />Availability of Records: All of the necessary records were available at the mine's <br />office in Florence. <br />Signs and Markers: All of the required signs (including the mine ID sign, ID sign at the <br />refuse pile and topsoil markers) were in place. <br />Roads: -The mine access road had several minor ruts due to the recent muddy <br />conditions after the snow. These ruts are not a problem at this time. The road <br />appeared to be stable at the time of the inspection. <br />-The haul road to the refuse pile was well maintained and stable at the time of the <br />inspection. <br />-The road around the east and north sides of the refuse pile to Pond 4 (and the <br />regraded pond 3 area) was well maintained and appeared to be stable and in <br />good condition. <br />Hydrologic Balance: -Pond 4 contained a small amount of water from the melting <br />snow (although it appears as though most of the water infiltrated). The pond <br />embankment was well vegetated and appeared to be stable and in good <br />condition. Pond 4 is aself-dewatering pond but it has not discharged since the last <br />inspection (or for quite some time). <br />- Pond 5 contained a very small amount of water by the embankment at the time of <br />the inspection. The pond was well vegetated and appeared to be stable and in <br />good condition. Pond 5 is aself-dewatering pond but it has not discharged since the <br />last inspection (or since the mine shut down and stopped the coal washing <br />operations). <br />-The 100-year ditch around the refuse pile appeared to be stable and in good <br />condition. There were signs that water (from the melting snow) had run through the <br />due to the melting snow. There were no wet or marshy areas or areas where water <br />was pooled in any part of the ditch. The ditch has positive drainage all the way <br />around the refuse pile. <br />-The roadside ditches appeared to be well maintained and in good condition. <br />Backfilling and Grading: -All of the backfilled and regraded areas (the facilities area, <br />the explosives bunker, the refuse pile, the borrow area and the Pond 3 area) <br />appeared to be stable at the time of the inspection.
