III. COMMENTS -COMPLIANCE <br />.---x---....F.,~._.,~„ <br />~> <br />=' <br />,~.~; <br />....~: <br />,:~. <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Clean up and grading of the road surface will also be required, and <br />installation of one or more substantial waterbars or drainage dips <br />along the upper segment of the haul road would appear to be _ <br />warranted to minimize the potential for rilling of the road <br />surface. <br />The T-24 stock pond near the lower end of Road G had largely filled <br />in with sediment and needs to be cleaned out. <br />Hydrologic Balance <br />Ponds 005 and 006 were both full, with water level at or near the <br />top of the primary spillway. Pond 006 was discharging several gpm <br />clear water, and Pond 005 was discharging a trickle of clear water. <br />Trash racks on both primary spillways contained vegetative debris <br />and need to be cleaned out. Stock Ponds T-2 and T-3 both contained <br />water; T-2 appeared to contain a significant amount of sediment and <br />should be cleaned out before winter. <br />Backfilling and Grading <br />The "B" Pit highwall reduction NOV area has been regraded in <br />compliance with approved design; some final drainage grading work <br />is still required. "A" Pit grading is contemporaneous, with spoil <br />graded to the perimeter of the active mining area. <br />Rills and gullies noted in the previous inspection report within <br />the 1996 "A" Pit reclamation east of neck pit ramp have not been <br />repaired, and repair in accordance with the rill and gully plan is <br />still necessary. An additional gully was observed in recent <br />reclamation immediately west of the ramp road to the north pit area <br />at the north end of the "A" Pit reclamation. Gully repair in <br />accordance with the rill and gully plan will be necessary, and a <br />berm should be built up along the ramp road to ensure that drainage <br />is diverted away from reclaimed areas. <br />Contour furrows in "A" Pit still need to be tied into existing <br />drainages. <br />
