~= <br />r ~ .~~ , <br />~, <br />~. <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the mine site focusing on <br />maintenance issues identified in the previous inspection, surface <br />water/road drainage issues, and revegetation/shrub establishment. <br />The inspection was conducted by Dan Mathews of the DMG Grand <br />Junction Office, 2148 Broadway #C-5, Grand Junction, CO 81503, <br />(970)242-5025. Inspector was accompanied by Michael Altavilla of <br />SCC. The single dragline was removing "A" Pit overburden at the <br />time of the inspection, and coal was being loaded from the south <br />end of "B" Pit. A coal shot occurred during the inspection, with <br />required safety precautions observed. <br />Weather at the time of the inspection was clear, warm and dry. <br />Records on file at the mine office indicated that late July and <br />early August had been quite wet, with over 1 inch of rainfall <br />recorded at the mine entrance weather station continuous recorder <br />the last four days of July, and 2.09 inches recorded between August <br />1 and August 13. Records indicated intense thundershower type <br />storm events totalling .6" on August 10, and .4" on August 6. <br />Roads Rock checks along the Mine Entrance Haul Road (MEHR) still <br />require maintenance. The slide area along the MEHR appears to have <br />been satisfactorily repaired. The ME-5 sump had recently been <br />cleaned out. <br />Recent heavy rains have resulted in rilling and deposition of rock <br />and sediment in several locations on the road surface, as well as <br />scouring of roadside ditches along upper segment of Road G, above <br />Sediment Pond 005. Drainage from eroded road surface and ditches <br />on upper segment of road was routed through Sediment Pond 005. <br />Clean-up and grading of road surfaces and ditches will be <br />necessary. <br />Stock Pond T-22 was completely filled with sediment and will <br />require cleanout, and riprap on the T-22 spillway was washed out <br />and will need to be replaced. Culvert G-5 was approximately i/2 <br />full of sediment and will need to be cleaned out. The steep ditch <br />segment on either side of the G-5 Culvert outlet on the west side <br />of Road G, above Pond 005 was severely eroded for a distance of <br />approximately 500 feet, with riprap washed out and downcutting up <br />to 5 or 6 feet deep above the culvert outlet, and 10 to 12 feet <br />deep below the culvert. Regrading and riprap replacement will be <br />required along the entire eroded ditch segment. The DMG lead <br />specialist should be contacted to determine whether a revision <br />addressing design modifications will be required. <br />
