Min~te Evaluation Repoct Narr~ve
Blue Ribbon Coal Co.
Blue Ribbon Mine
Permit #C-047-81
Date of Inspection: 10/26/84
JSM Inspection: Gary Fritz
Company Personnel: Julian Mitchell, mine manager
Larry Reschke, mine engineer
Barbara Pierce
Explanation of Blanks
Section 25 IE form #163
I. No surface blasting has occurred.
General Comments
The mine has been closed since April due to coal market conditions.
The underground workings are being ventilated and dewatered.
The company has recently let out contracts to replace the haulroad
crossing on Hubbard Creek and to rebuild the front face of the mine
bench. The new culvert was in place and the crossing was nearly com-
plete. Work on the mine bench has been initiated but it has been set
back because of an unexpected slide that occurred as the toe of the
slope was cut away. Before reworking the bench, the company con-
tracted out a stability study on the bench area because the front part
of the slope was creeping downhill. The contractor's study pointed
out that topsoil was not removed when the pre-law structure was built
by the previous mine owner. In addition, the area is infiltrated with
water.
An additional 50,000 yards slid down off of the face as the area was
opened. Cracks in the foundation and the bench itself have formed in
and around the main shop. The bench is no longer safe to use for
truck turnaround so there is no coal being moved at this time. Mr.
Reschke said that the company was considering the removal of part of
the shop building to allow access. No decision has been made. The
contract to rebuild the bench was initially let for 110,000 yards of
earth work. The toe of the slope was supposed to be cut out and a
keyway was going to be installed. Lateral an3 main drain systems are
also supposed to be put back into the face as it was built back up.
The lower drainage control system is also being changed because of the
bench renovation. The toe of the new slope will extend out and over
parts of the old diversion ditches and the sediment ponds. The main
sediment pond is to remain but the embankment is going to be raised
and reinforced. The main pond is also being dewatered because the
additional unexpected slide material had to be pushed out into the
impoundment basin for temporary storage. The discharge was clear.
