_~ <br />Inspection Report cont'd <br />RECOMMENDATIONS: <br />1) The mining out of sequence is technically a violation of the permit and a technical <br />revision correcting this should be submitted to the Division by January 25, 1982 (Mr. <br />O'Brian stated that this would be no problem). <br />2) The staff encourages the operator to determine the sources and ownership of the <br />water in the Bull Seep Canal to prevent possible future problems related to water rights. <br />The culvert should be checked regularly and be kept clear. <br />3) The operator must provide assurance that 250,000 cubic yards of topsoil or, in view <br />of the recent change in lake size, enough topsoil to complete the reclamation, is salvaged <br />and stockpiled on this site in accordance with the permit. This should be addressed by <br />January 25, 1982. <br />9) The operator is to be commended for his tree nursery and tree plantings. The site <br />will need some form of weed control at the time of grass plantings. <br />5) No inorganic material, in particular the concrete structures, should be buried or <br />dumped along the river embankment. <br />6) Operator might consider establishing a few small grass vegetation plots in the area <br />of tree plantings. These plots could include topsoil plots, overburden plots, plots <br />utilizing various grass species, etc. The idea is to save the operator time and money <br />at the time of final reclamation by determing the best (most successful for the least <br />cost) revegetation methods. <br />7) I appreciate the time and cooperation of Mr. Frei, and Mt.
