III. COMMENTS -COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the
inspection and the facts or evidence supporting the enforcement action.
A complete inspection of the O.C. #2 Mine was performed by
Christine Johnston of the Division. No one representing the
operator was present during the inspection. At the time of the
inspection I met with Bob Harris with the Gunnison County Road &
Bridge division and Barbara Stratman, the landowner. We met to
discuss a reclamation plan for the road that would satisfy the
county, the landowner, and our regulations. The operator is in the
process of reclaiming the mine.
Availability of Records
Records for the mine site were viewed the day
'inspection with the operator, Bob Weaver.
accompanying form entitled, DMG Availability
details records reviewed. The operator should
that all pond inspection reports are inclu~
records.
Roads
following the site
Please see the
of Records, which
continue to ensure
3ed with the mine
The road to the mine is a county road and ends at the mine. In the
past, the county has used the lower bench of the O.C. #2 Mine for
their turn-a-round for snow plows and other road maintenance
equipment. With the reclamation of the mine, the use of the bench
for a turn-a-round is no longer feasible. There is a wide spot in
the road between the entrance gate to the mine and where the road
splits. Mr. Harris believed this section of road would be adequate
to use as a turn-a-round. Mrs. Stratman had no objections and
stated that she would like the road to the upper bench and
explosive magazines to be reclaimed. Mr. Harris stated that the
county would continue to maintain the culvert installed by the
county that is located to the east of the mine identification sign.
He also stated that when the mine is reclaimed it should continue
to drain water away from the road.
Backfillina & Grading
The fan portal has been backfilled since the Division's last
inspection.
1
