III. COMMENTS • COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />dunng the inspection Comments also describe any enforcement actions taken dunng the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Kent Gorham of the Colorado Division of <br />Minerals and Geology (DMG). The weather was warm and humid, Ground conditions were <br />wet and muddy in places. Access was good to all areas by vehicle and foot. Bobby Steele <br />and Ron Thompson represented Lorencito Coal Company (LCC) during the inspection. <br />According to Ron Thompson, this mine site has received over 7 inches of rain between <br />August 3id and August 10, 2004 One storm event on the afternoon of August 5'" dumped 3.5 <br />inches on the mine site. This storm event was followed by about one inch the next <br />afternoon, totaling 4.5 inches of rain in a 24-hour period. The 100-year storm event for this <br />area is 4.2 inches. Actual function was observed during a storm event of .8 inches on the afternoon <br />of August 11, 2004.
