III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The camments include discussion of observations made <br />during the inspection. Comments also describ4 any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca II Mine conducted on September 19 and September <br />20, 2002 by Mike Boulay of the DMG. Lori Smith of Seneca Coal Company (SCC) was present <br />during the inspection. Weather conditions were cloudy and cool. There has been a significant <br />amount of precipitation over the past several days at the mine site, and ground conditions <br />throughout the mine site were very wet. There was no activity at the mine site during this <br />inspection. <br />Availability of Records <br />The availability of records was reviewed and no problems were noted. All required records were <br />complete and on file at the mine site. <br />Roads <br />Road surfaces throughout most of the site were very muddy and slick. As a result of the recent <br />heavy rain and poor road conditions, access to a large portion of the site was not possible. The <br />county road leading to the Pecoco Pand and the main Haut Road E1 accessing the upper Wolf <br />Creek Area Pit were the only roads that were passable- <br />Hvdrologic Balance <br />Ponds 002, 003, and the Pecoco Pond were inspected. Pond 002 was retaining water but not <br />dischazging. Pond 003 and the Pecoco Pond were dischazging small amounts of cleaz water. The <br />Truck Wash Ponds were holding water but not dischazging. The Spill Control Pond located <br />'below the diesel tank storage azea was inspected and found to be dry. No problems were noted at <br />any of these pond locations. - <br />Significant erosion is present upslope from the inlet to Postmining Channel PM-4. Several rills <br />and gullies 2-3 feet deep have formed in this azea above PM-4- Please take steps necessary to <br />control and reduce the erosion occurring on the revegetated slope above the PM-4 channel. <br />It was also noted that additiona] riprap will be required at the inlet of PM-4 and the liner should <br />be repaired and keyed in at this location- PM-4 is scheduled to be completed by December, <br />2002. Please ensure that the liner is in good condition and that adequate riprap is placed at the <br />PM-4 channel inlet. <br />Significant erosion has also occurred on the hillslope above Postmining Channel PM-6 above <br />and below Stock Pond T32. Rills and some gullies have been present at this location in the past. <br />
