She outlet end must be repaired and it will be necessary to <br />replace the culvert if it cannot be repaired. The operator may want to consider placement <br />of a larger culvert which would reduce the chance of clogging aad frequency of maintenance. <br />In any event, monitoring and cleaning of this culvert should be included in Dlue Ribbon's <br />regular maintenance schedule for the mine drainage system as the clogging of this particuL. <br />culvert has been a recurring problem at the mine for some time. <br />The drainage ditch leading from the outlet end of the above-mentioned culvert to <br />sediment pond b2 was functional at the time of the inspection, but was beginning to get <br />filled in by the frequent sloughing of material from the steep cut slope directly above <br />the ditch. This ditch should be monitored frequently and maintained as part of the regular <br />~ maintenance schedule for the Bltre Ribbon mine as the filling in of this drainage ditch <br />has been a recurring problem at the mine. <br />During the inspection, it was observed that the operator had spoiled a considerable <br />amount of material down the slope of an undisturbed area while improving an existing <br />access road to a remote fan facility Iocated approximately 300 wards southeast of the mine <br />• bench. The Division has issued Notice of Violation No. 81-43 for failure to move and <br />I place excess spoil material from reconstruction of an access road embankment in a <br />controlled manner and in compliance with Rule 4.03. It is essential that the purpose, <br />~ nature, and extent of aII disturbances proposed at the Blue Ribbon mine be communicated <br />to the Division prior to initiating the disturbance so the Division can review the request <br />and make any necessary recommendations as to how to correctlu handle specific aspects of <br />the disturbance, such as preventing excess embankment material from being spoiled down <br />an undisturbed slope. hopefully, good communication between the Division and Blue Ribbon <br />Coal Company in the future will prevent these sorts of problems from recurring. <br />9.05 Hydrologic Balance <br />The trash clogging the dewatering device from the large pond has been removed. <br />This will probably require frequent maintenance due to the activities of the residenC <br />muskrat in attempting to plug the inlet end of the dewatering device. <br />Riprap needs to be placed below the outlet end of the stockpile pond dewatering <br />device and in the ditch leading to the pond by November 23, 1981 as required in the October, <br />1981 inspection report. <br />
