III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />would be needed to fill in gaps between rocks. The upper segment of the SE perimeter collodion ditch had <br />been lazgely completed, including placement of fabricunderliner and riprap. As with the upper diversion <br />outlet segments, some additional rock placement appeared to be necessary to fill in gaps. <br />The site was re-visited on April 13. The diversion ditch and perimeter ditch segments were not closely <br />inspected, but it was noted that the extensive roughening seedbed prep treatment and rock group placement <br />had been completed as specified on the topsoiled outslopes. Pile top and upper diversion north facing slope <br />azeas had been adequately roughened by contour ripping, and rock groupings had been placed on the top of <br />pile as required. It appears that aspects of the CRDA-2 reclamation likely be completed by the end of April <br />will include reclamation of the refuse slopes and top, perimeter ditches, and new diversion ditch (including <br />seeding and mulching of these areas). Reclamation grading of the old upper diversion and the road across <br />the face of the pile, which provides access to the top of pile and the old diversion, will not be completed <br />until later in the curzent quarter (as allowed under the approved reclamation schedule). Permanent seeding <br />of these areas is scheduled to be completed during the fall dormant season. <br />All aspects of the CRDA-2 construction/reclamation work, including diversion and perimeter ditch <br />construction will need to be certified by P.E. <br />2 West Portals <br />The substation site had been reclaimed in the fall of 2001, extensively roughened and seeded. No <br />germination yet of seeded species. Silt fences were properly maintained. <br />There were no problems apparent at the portals site reclaimed the previous fall. Initial establishment of <br />seeded species appears to have been somewhat spotty. <br />South Fan and Borrow Area <br />No problems observed at these areas, which were reclaimed in Fall, 2000. The remaining powerline <br />segment is to be removed by the end of 2002. 2000revegetation seeding in these areas appears to have <br />been quite successful, with good initial establishment of cool season grassesshadscale and fourwing <br />saltbush, and winterfat. <br />South Portal Facility Area <br />Regrading of the RSRDA benches had been completed andtopsoiling of the pile outslopes was in progress. <br />Soil was being excavated by scrnper from the approved borrow area at the head of the short canyon above <br />the refuse area. RSRDA bench grading (includingtopsoiling ofthe benches andoutslopes) and installation <br />of the new upper diversion immediately above the pile is to be completed this quarter. Although appazently <br />not specified in the Figure 14-1 reclamation schedule, it is assumed that grading, ripping andtopsoiling of <br />the soil borrow area, and re-grading of the old upper diversion that passes through the borrow location, will <br />be completed in conjunction with the RSRDA refuse bench project during the P" quarter, 2002. , <br />Reclamation of the South Portal area roads and the water tank bench is not specifically addressed in the <br />reclamation schedule. The Division assumes that the roads providing access to Substations A and B <br />would be reclaimed concurrently with those facilities, and that the road to the portal bench and the <br />water tank bench would be reclaimed concurrently with portal bench reclamation. <br />
