III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />CRDA-1 Vicini <br />Inspection began at CRDA-1 on the morning of Mazch 25. Topsoiling of CRDA-1 was continuing but <br />neazing completion. The only portion of the pile that will not be reclaimed during the current project is the <br />temporary pile access road that ex[ends onto the pile from [be upper end of Haul Road No. 5. Water bazs <br />aze to be constructed at intervals along the temporary road to divert road drainage into the perimeter ditch <br />upon project completion. The temporary road may be used for disposal ofcoaly material from clean-up of <br />various mine facility azeas during the duration of reclamation, and is scheduled to be reclaimed by the end <br />of 2004. Remaining work to be accomplished during the current project on CRDA-1 includes final <br />grading of upper terrace drains, final installation andriprapping of the upper segments of permanent <br />perimeter ditches, reclamation of Access Road 4 from CBA-2, seedbed prepazation/soil roughening, <br />placement of rock goups, and seeding/mulching Revegetation is planned to be completed by the end of <br />April. Any areas (other than the the temporary road) that aze not final seeded by the end of April, will be <br />final seeded during the fa112002 seeding window. Completion of the pile reclamation and permanent <br />perimeter ditch installation in accordance with all aspects of the approved design will need to be <br />certified by a P.E. <br />Vegetation sampling was conducted on the refuse slopes seeded in 1994 on Aprii 13. The sampling was <br />conducted by students from a Mesa State College disturbed ]and reclamation class, under the supervision of <br />DMG personnel. Results of the sampling exercise will be documented in a sepazate report. It was noted on <br />that date that extensive soil roughening and rock placement had been completed on the upper bench slopes <br />of CRDA-1, and that seedbed prep ripping and rock placement had been lazgely completed on the top of the <br />pile. The work appeazed to have been performed in accordance with permit requirements and as clarified <br />in the February DMG inspection report. Placement of perimeter ditch fabric undertiner and riprap was in <br />progress. <br />Ponds 6 and 10 were dry. <br />The Coal Creek permanent diversion was essentially as described in the February 27 inspection report. <br />Final construction will need to be certified by a P.E. Some rock removal and seedbed prep ripping still <br />needed to be completed in the Topsoil Pile 7 area, adjacent to Pond 10. Reclamation of the permanent <br />diversion and adjacent azeas with the exception of Sediment Ponds 6 and 10 is to be completed by the end <br />of April. <br />Topsoiling of the re-disturbed portion of CBA-1 had not yet been completed. The CBA-1 sediment trap <br />was dry with adequate capacity. <br />CRDA-2 <br />CRDA-2 was also inspected Mazch 25. Cover soil placement andtopsoiling had been lazgely completed. <br />Additional channel shaping andriprap placement had been completed on the new upper diversion since the <br />previous inspection, but final construction had not yet been completed. The lazgeriprap energy dissipation <br />segments at the channel outlets had been installed, but it appeazed that some addiiionalriprap placement <br />
