III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Topsoil <br />Reclamation of the Dragline Teazdown azea has been completed and topsoil has been replaced at <br />this location. Topsoil replacement is in progress along the sides of Haul Road B where the road <br />has been recently narrowed. To ensure that the topsoil resource is protected, all of the areas <br />along Haul Road B that have had topsoil replacement should be seeded this fall. <br />SCC also replaced topsoil at the site of the slide that occurred above Pond 012. The slide has <br />remained stable throughout this current field season and there has been no recent significant <br />movement or slumping in the slide damaged area. However, a recent rainstorm that occurred <br />sometime after the last inspection of the Pond 012 area has caused rills to Form in the topsoil that <br />was replaced in the vicinity of the slide. As many as 25-30 small rills have formed in the <br />topsoiled azea above Pond 012. One rill is significant as shown in Photograph Number 4. All of <br />the topsoil that was eroded from the slide area was captured by Pond 012 and there was no off- <br />site impact. It is estimated that 5 cubic yards of topsoil entered the edge of Pond 012. Some of <br />this resource maybe recoverable. To the extent possible please recover as much topsoil as <br />possible and repair the rills that have formed on the slope above Pond 012. To ensure <br />compliance, this area must be seeded this fall after the erosion has been repaired. <br />
