III. COMMENTS -COMPLIANCE ~~Mr,t ~ gO _~O~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Marr Mine conducted by Jim Stark of CDMG. <br />The mine has been reclaimed and a proposed decision for a Phase II Bond Release <br />for the 720 Pit and Pit 1 and a Phase I Bond Release for the Loadout was just issued. <br />The weather was warm and sunny and the ground was dry. <br />Availability of Records: All of the necessary records were available at the <br />Montgomery Watson offices in Steamboat Springs. The records are contained in a <br />filing cabinet and are available for review by request. <br />Signs and Markers: All of the necessary signs were posted at the mine site and <br />loadout (Mine ID signs, topsoil stockpile signs, permit boundary signs, etc.). <br />Roads: -The access road to the loadout was well maintained and in good condition. <br />-The permanent light use road (former haul road) that remains on the site is also well <br />maintained and in good condition. <br />Hydrologic Balance: - Pond A did not contain any water. The pond was well <br />vegetated and in good condition. There were six dead cattle in or around the pond. <br />These cattle need to be removed from the mine site. <br />- Ponds B and C were also dry. They were well vegetated and in good condition. <br />- Pond D contained water but was not discharging. The pond was well vegetated <br />and in good condition. <br />- Pond E contained water but was not discharging. The two culverts that run from the <br />outfall under the road are half full of sediment and need to be cleaned out. The <br />pond was well vegetated and in good condition. <br />- Pond F was dry. It was well vegetated and in good condition. <br />- Pond G was dry. It was well vegetated and in good condition. <br />-All four of the permanent drainages (PDl and PD2 in the 720 Pit, PD3 in Pit 1 and <br />PD4, also in Pit 1) were well vegetated and in good condition. None of the <br />drainages showed any signs of erosion. <br />Backfill and Grading: All of the backfilling and grading (with the exception of the <br />sediment ponds that are to be removed) has been completed at the site. The <br />Operator has applied for and the Division has proposed to approve a Phase I Bond <br />Release for the Loadout area. There is also a Phase I Bond Release Application for <br />the Marr Pit area pending. <br />TOps011: The topsoil depths were checked in May for the 720 Pit and Pit 1. These <br />depths were greater than those required in the permit. <br />
