111. COMANENTS - COMPLIgNC~ <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This was a partial inspection conducted by Janet Binns of CDMG. Weather was clear and dry. Most of <br />the snowpack has melted off the site. A few minor snow patches remain at higher elevation of the mine <br />and in tree or concentrated shrub areas. <br />goads Permanent roads remain in good repair. Only lower roads were accessed. The eastern access <br />road in Eckman park was not accessed due to remaining snow and soft conditions on the road. No <br />major gullying or Hitting was noted on the access road to area 41. Area 41 road ditch is generally in <br />good repair. Rip rapped sections have withstood snowmelt runoff. Downcutting of the roadside ditch <br />upslope of the rip rapped sections have occurred. Realraping of these portions of the ditch is <br />recommended. <br />gydrolovic Balance Pond A was discharging. Water level in pond ie to top of primary riser. Spoil <br />springs at OSB 1 and D Comp (A2, B3, C 1, C2) flowing. Flow estimated at greater than 35 gpm. <br />Measurements taken at D Comp were: pH = 7.3, EC = 3230 ug/1 Measurement were taken with DMG <br />pen meters. Meters were calibrated at 7:00 am 5/1/98. Composite Ilow from spoil springs was not all <br />passing through D Comp weir. Volume of flow not legible on weir ataffgauge. No Measurements <br />taken on spoil spring flow from OSB# 1. <br />Permanent drainages throughout mine site were inspected: PG9/10-I aec.A and PG9/10-1A were in <br />good condition following Spring snowmelt. Stockpond 51 a held a small amount of water. No problems <br />noted with this stockpond. PG 7-1 Sec.B just downslope fmm stockpond 7a, has experienced approx. <br />18" of downcntting. Placement of mck check dams was discussed with operator to retard fiuther <br />downcutting. Stockpond 7a holding water, no problems noted with this stockpond. PG 7-1 sec. C in <br />good condition. Stockpond ?g holding a small pool of water. Drainage upslope of 7g is sparsely <br />vegetated but does not exhibit signs of gullying. Riprap at spillway of 7g needs spreading. PG 7-1 sec <br />B North of permanent road is exhibiting some downcutting. Placement of rock check dam or other <br />erosion control measures were discussed with the operator. Stockpond 51 d is in good repair. <br />PG 51-1 sec. A is in good condition. PG 7-1 Sec.A ie in good condition. Stockpond S 1C is slightly <br />seepy at the toe of the embankment. Pond is holding water. Some downcutting has occurred at the inlet <br />to this pond but it is of limited extent. No maintenance of stockportd 51 C is required at this tune. No <br />problems noted on PG51-1 Sec.B. No problems noted with stockpond S lb. Stockpond S lb was <br />holding water and discharging slightly (visual estimate <1 gpm). <br />The intersection of PG31-2 Sec.A and 31-2C Sec.A has experienced approximately 24" of downcutting. <br />Placement of rock check dams in this location was discussed with the operator. <br />PG31A Sec.C has experienced some downcutting above stockpond 31f, this cutting is limited and does <br />not require maintenance at this time. Stockpond 31f contains water, although is not discharging <br />through the spillway. Water apparently seeps out raider the embankment. PG31A Sec.B. is in good <br />condition. Stockpond 311r appears in good condition. A pile of riprap has been left adjacent to the <br />spillway. PG31A Sec. A and PG31-1 Sec. A appear functional. Stockponda S1Wb and S1Wa are <br />holding well. Repairs on 51 Wa completed in 1997 appear to be functioning well. <br />
