,. <br />III. Comments - Compliance <br />Below are particular issues with regard to any of the above compliance items. Enforcement <br />actions resulting from failure to comply with the Act, Rules and Regulations, and the permit <br />also are identified below. <br />4.05 Hydrologic Balance <br />1. The entire perimeter diversion ditch system was walked during the inspection. It <br />appears that the ditch system has functioned properly, however weeds and sediment <br />have accumulated in some segments, particularly the east side and north side <br />diversions. <br />4.09 Excess Spoil and Development 6Jaste <br />1. To date, waste has been disposed of in old strip pits to the east of the surface <br />facilities area. During the next permit term, the refuse fill will be expanded <br />to the east, north and south. Details and timetables for reclamation of the refuse <br />disposal are being addressed through the permit review process.. <br />2. Approximately 6,000 yd3 of refuse has been placed on the upper northeastern portion <br />of the fill since last fall, but has not yet been graded and compacted. Mr. Reschke <br />has subsequently indicated that grading and compaction would be accomplished this <br />summer. <br />3. As required by Rule 4.09.1(11), upon completion of the above noted grading and <br />compaction, a certified inspection report verifying that the fill has been <br />constructed as specified is to be submitted to the Division. A certification <br />report will be required quarterly during construction. <br />
