TRIP REPOH'C
Dates Dece:ber 10, 1986
Place(s) Visited Blue Ribbon Coal (line in Peonia, Colorado
Diacusgion: On December 10, 1986, a field inspection of the Blue Ribbon Coal
Nine in Peonia, Colorado was conducted to determine if a Phase I bond release
oras appropriate at this time.
Tl:e inspection began at 9:00 a.m. with the following persons in attendance:
Colorado's N.ined Land Reclamation Division (ASLRD): Susan Mowrey, Brent Anderson
and Bob Liddle. U.S. Forest Service: Duke 4:ard. Office of Surface ltinimd:
Laura Swatek, Denver and Henry Austen, Albuquerque. Elue Ribbon Coal Ccapany:
Larry Feschke.
At t_he time of inspection, there was anywhere'frcm S inck:es to 1~ feet of new
snow on the ground. This harg:ered the inspection of the reclaimed azeas
somewhat; however, the adequacy of the Phase 1 reclamation work could, in
general, be determined. Several photmraphs were taken of the site and, in
particular, of the regraded slopes and diversions.
I"~' review centered around the mine bench stability and the establishment of
nrainage control through and around the bench and backfilled areas. The slope
of the bench outslope was measureed in several places and did not exceed the
designed slope. The slope of the backfilled bench highwall was also measured
in several places and was found not to exceed the designed slope. The temporary
diversion located above the backfilled highwall was partially destroyed by
landslides t1~at occurred above the highwaTl. During an inspection conducted
by the F~.RD on November lE, 1986, it was determined by A'Q,RD and the Company
engineer, Lam' Feschke, that it would be advantageous not to disturb the slides
to reestablish theā¢tem§:orary diversion. The backfilled highwall is reclaimed to a
15'slope and is considered stable without the aid of the temporary diversion.
The runoff :that would have been diverted by the temq.:orary diversion will
effectively be handled by the cerm~anent diversion located along the crest of
the bench. The November 18th inspection report references several azeas on
the bench wfi ich were pondinq water. The permanent diversion was also reported
as having water ponding in it. During my inspection, I observed frozen to
semi-frozen water in th permanent diversion approx tely 4 inches thick and
Submitted by: /
(/ llata
~~a//~~ uav~rsuh ,~ 11 IBIS
Secticn Chief Date ~~
coot page 2
