III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the G.E.C. Mine conducted by Erica Crosby of DMG. The <br />G.E.C. Mine is a bond forfeiture site, therefore, no company representative was present during <br />the inspection. Weather conditions on site were clear and warm on 9/26/96. On 9/27/96, <br />roughly 2" of snow cover was present on site. <br />The primary focus of this complete inspection was to evaluate the site to determine a reduced <br />inspection frequency. For abandoned sites where bond has been revoked, the Division may set <br />a minimum inspection frequency other than what is required by Rules 5.02.211) and (21 as long <br />as an annual complete inspection and a written finding has been completed. The written finding <br />must justify the new inspection frequency by affirmatively addressing in detail a number of <br />criteria. The following is a brief description of the components required to proceed to a reduced <br />inspection frequency (Rule 5.021811; <br />site must meet requirement of revoked or abandoned mines <br />a complete inspection must be conducted annually <br />" a written findings proposing a reduced frequency must be prepared <br />a public notice indicating the proposed inspection frequency must be published with a <br />30 day comment period <br />final inspection frequency can be implemented <br />The Reduced Inspection Frequency Checklist was used as a guide during the inspection. An <br />evaluation of the vegetation on site is the remaining item to be assessed before a written <br />findings proposing a reduced frequency is conducted. <br />Roads The road leading to the Orphan Pit area was dry and in good repair. The road is roughly <br />.3 miles long. Some vegetation has established on the road. The road leading to Corley's water <br />well and the Duck Pond Pit was eroded on the steep portion of the hill. The road was also <br />eroded where the road dips down into the natural swale. The road leading to the Duck Pond Pit <br />is roughly .2 miles long. During the time of reclamation, the landowner requested that this road <br />remain in place in order to access the water well. No vegetation has established on this road. <br />The road leading to the East Pit was not accessible by vehicle during the time of the inspection. <br />Ground conditions were wet. The road leading to the East Pit is generally maintained by EFCI, <br />since they use the road to access the Monarch Fan. <br />Hydrologic Balance Only one sediment pond remains on site, adjacent to the EFCI Mine road. <br />The pond is full of sediment and recent discharge was noted. This pond collects the drainage <br />from Chin's Hill and the East Pit Disturbed Area. The spillways were in good repair and the <br />embankments were well vegetated. The Tipple Pond area was reclaimed a number of years <br />ago, and no problems were noted. <br />
