• <br />• Mr. R. E. Thomason <br />May 12, 1981 <br />Page Two <br />Topsoil should ba removed from storage areas in the area marked as number 3 <br />in the 1981 annual report recently submitted. The salvaged topsoil should <br />be stored in a stockpile designed to protect the soil from contamination or <br />loss. The far northwest portion of area 3 should provide a good location for <br />the stockpile. Soil should a18o be cleaned out of the small sediment control <br />baeta near the southern end of area 3 and saved. In general, soil should be <br />salvaged from all areas subject to disturbance. <br />The present sediment control system done not appear to be totally adequate. <br />Tha large pond on area 3 (see most recent amual report) seems to ba doing <br />its intended fob, but the small settling basin at the southern end of area 3 <br />needs to be cleaned out and rebuilt. Additional sediment poade should be <br />constructed in the two drainages below the mine dump areas. A •edimeat pond <br />is also needed below the heater treater area. ys can discuss the design sad <br />aumbar of ponds needed over the telephone. <br />Saedad areas, such ae the old roads I observed on the May 6, 1981 inspection, <br />should be protected Prom disturbance so ae to speed reclamation and bond <br />release. I suggest large enough ditches sad berme be constructed at the ends <br />of each seeded section of old road to discourage vehicular traffic. Signs <br />marking the seeded erase and even short lengths of fence or cable or rock piles <br />might also be necessary. You may also have to educate other wrkere of the <br />need to stay off the seeded areas and thanaenforce the restrictions. <br />I believe the method for handltag mine drainage water should be improved. I <br />am willing to listen to your reasons for handling the water as you are but wish <br />to discuss some possible improvements. I am also concerned about eituatione <br />ehera the amount of retort aster may exceed the capacity of your steam generation <br />system. An evaporation pond might be necessary. In general, I want to be <br />certain that all reasonable precautions are being made to ninimian erosion and <br />contamination of surface and ground eaters. <br />The recently seeded areas very looking fairly good. I em aura the recent rain <br />will help immenely. I recommend you consider someminor weed control measures <br />to reduce vend competition and thus aid eatabliehment of seeded plant epeciea. <br />Spraying with a low volatile Hater or amine formulation of 2,4-D will control <br />the ruseian thistle sad ewer cypress I observed.
