Box 2687 <br />Crand Junction, Colorado 81502 <br />Dear Mr. Thomason: <br />I inspected the Logan Wash operation on May 6, 1981 with Ed Foy and Dave Dise. <br />I have a few comments end questions for you based on the field inspection and <br />review of Occidental's permit and recent annual report. Please call before <br />you make a written response. <br />The seed mix listed in Tablo II of the annual report differs from the seed min <br />approved in the permit (sea March 1, 1978 letter from R. L~. Thomason to Dean <br />Massey and supplemental materlala submitted in a February 28, 1978 meeting). <br />Please explain and correct this discrepancy. It may be necessary to need addi- <br />tional species, particularly forb species, this fall. Shrubs must also be <br />transplanted, possibly next spring, in accordance with the approved plan. <br />Areas 1 through 18, identified in the reclamation plea contained in the February z8, <br />1978 submittal, do not all appear on any maps submitted to MLR that I can find. <br />These areas are numbered differently in the annual report. Please submit a map <br />showing all affected areas sad make it clear which reclamation procedure contained <br />in your permit applies to which areas. Please be consistent in how you refer to <br />the affected areas to help avoid confusia~~. <br />At least five areas (4, 7, 9, 9 and 16) in the Pebruary 28, 1978 submittal are to <br />be topeoiled with 6, 8 or 18 inches of topsoil. Where will this topsoil come from? <br />I only noted one topsoil stockpile, located west of the intersection near the <br />heater treater area, which apparently came from the heater treater area. It does <br />not appear that topsoil has been salvaged from all affected areas where it could <br />have been. Please eaplain. <br />The topsoil stockpile west of the heater treater facility needs to be protected <br />from erosion or contamination. This should be accomplished by first moving the <br />pile away from the edge of the gully where it now site, reshaping the pile eo <br />that no elopes are gseater than about 3:1 and constructing a tw to three foot <br />high berm around the downslope sides to trap any eroded soil. The pile should be <br />protected from any runron; runoff from other areas should be diverted around the <br />stockpile. The soil should be seeded with a quick growing cover crop plus perennial <br />grass and mulched as Boon as practical. A good temporary seed miz might include <br />barley, yellow eweetclover and western vheatgrass or other suitable greas(es) as <br />approved by the Mined Land Reclamation Division. <br />
