Edna Mine, Pg. 2 <br />We walked to the seasonal spring area mentioned above and it was <br />not discharging. The Moffatt No. 1 downdrain which the spring <br />discharge runs into needs to be stabilized and the permittee <br />indicated the work necessary would be done this fall. We <br />inspected several culvert outlets along the Moffatt haulroad. <br />Haulroads which are approved for retention will be reduced and <br />culvert inlets/outlets should be stabilized at this time as <br />necessary. <br />We continued the inspection in the West Ridge area. Approximately <br />57 acres will be topsoiled primarily in the N.W. area of West <br />Ridge. Topsoil replacement is 8 inches and was occurring during <br />the inspection. The permittee was also working on the contour <br />drainage terraces. Work on the terraces could not be started <br />until late June according to the permittee due to ground <br />conditions. The terraces are currently required to be completed <br />by October 31, 1995. We drove the lower completed terrace and <br />made general observations. The permittee has been making general <br />repairs to erosional areas associated with the terrace locations <br />and should continue to do so. We noticed a few wet spots on the <br />completed terrace which could indicated inadequate grade and will <br />be monitored by the permittee as the terraces begin to function. <br />Spot regrading should be conducted as necessary. <br />We inspected the West Ridge sediment pond which was stable and <br />not discharging and we observed the spoil spring location. The <br />permittee has applied to the Colorado Division of Water Quality <br />to consolidate the existing NPDES outfalls at this location as <br />well as the Center Ridge sediment pond. The Center Ridge pond was <br />stable with only a trickle flow. Both sediment ponds are proposed <br />to be left as permanent impoundments. <br />We concluded the first day of the inspection with observations of <br />the following: explosives storage area; lump coal storage area; <br />goat trail access road; train loadout area ( the last of the coal <br />on site has been sold and loaded out ); loadout area sediment <br />ponds ( the September 95 pond inspections will identify a <br />maintenance schedule for the sediment ponds at this location ); <br />and finally the berms around the upper shop yards. <br />We began the second day of the inspection with observations of <br />the reclamation areas at the Moffatt Pit. Mr. Routten and myself <br />spent the morning walking the reclaimed areas and making general <br />observations of vegetation cover and species diversity. We noted <br />differences within the direct haul topsoil/non-seeded reclamation <br />areas and the seeded reclamation areas. Rills and gullies we <br />noted were identified on the permittee's rill and gully <br />stabilization plan and will be repaired this fall during <br />reseeding and interseeding operations on these areas. <br />
