<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />pile, and this extension will ultimately be necessary to achieve the final design configuration. Detailed <br />final channel shaping andriprap installation has not yet been initiated. Grade of the top of pile below the <br />new channel excavation appears to be substantially in compliance with the approved final design. The <br />existing upper diversion ditch upslope from the new excavarion is still intact, and is to remain in place until <br />the new diversion is completed. <br />Other Projects <br />I had noted during [he bond release inspection on August 14 that the concretewingwalls at the upper dip- <br />section crossing of Coal Creek had been completed in apparent compliance with the approved design. <br />BLM representatives present during the inspection observed thewingwalls and indicated their concurrence. <br />There appeared to have been no further reclamation work completed on CRDA-l, the conveyor corridor, or <br />other areas at the Roadside South Portals area or North Portal Area. Reclamation performed since I <br />previously inspected the site on August 24 appears to have been limited to thewash plant area facilities <br />demolition and the CRDA-2 grading work. <br />October 16.2001 <br />I made a brief visit to Roadside this afternoon to check reclamation status. Tonya Hammond was on site <br />and I spoke with her, and then viewed refuse area CRDA-2, and various South PortaVPreparation Plant <br />facility areas. It appeared (and Tonya confirmed) that there had been no further work at CRDA-2 or the <br />CRDA-2 upper diversion since my previous site visit of September 25, 2001 (see my memo dated <br />September 26). <br />Demolition work had progressed and was continuing at the prep plant. All of the steel wash plant and <br />conveyor structures had been demolished, with the exception of the wash plant shop building (a rectangular <br />one story building approximately 100 feet long by 40 feet wide) for whichPowderhorn believes there may <br />be potential future use. The thickener tank and associated conveyor support structure had been completely <br />demolished, as had the # 1 conveyor transfer building andbaghouse. Concrete structure associated with the <br />refuse loadout tunnel was partially demolished; other concrete foundation and concrete associated with the <br />coal reclaim tunnel remained intact. The steel base and concrete foundation of the coal stacker tube <br />remained. Demolition and salvage operations are continuing. <br />Lower bench structures not associated with the wash plant remain intact, including thetwo story <br />cafeteria/training building, the lab facility/showerhouse, the office trailer and other small building behind <br />the lab, and the guard shack. <br />Considerable clean up and removal of old supplies, discarded equipment and miscellaneous materials had <br />taken place at the boneyard on top of the RSRDA refuse pile. I estimate that approximately 50% to 75% of <br />the volume of material had been removed since my previous inspection, with the remaining materials <br />organized into segregated piles or groups of like materials. <br />Tonya Hammond described the status of pending reclamation projects as follows: <br />
